Virginia's proximity to Washington D.C. and its extraordinary concentration of defense and intelligence infrastructure create one of the nation's most complex UAP reporting environments. Joint Base Langley-Eustis is home to Air Combat Command headquarters and was an early operational base for the F-22 Raptor.

The CIA headquarters at Langley, Marine Corps Base Quantico, the Pentagon (Arlington), NSA facilities, and dozens of defense contractors create a dense classified activity zone across Northern Virginia. The Shenandoah Valley shows elevated rural reporting from communities outside the Northern Virginia restricted airspace.

Virginia Beach and the Hampton Roads area — hosting Naval Station Norfolk (the world's largest naval station), NAS Oceana, and Langley — produce consistent coastal and marine reports. Multiple Navy pilots based at Oceana and aboard carriers from Norfolk were involved in the 2014-2015 UAP encounters that eventually led to the AATIP and AARO programs.
